California Attorney General Kamala Harris and a national gun-control group are asking a federal appeals court to reconsider their effort to intervene in a case that could dramatically loosen California's restrictions on concealed handguns. The Brady Center to Prevent Gun Violence filed papers Wednesday asking that an 11-judge "en banc" panel of the 9th U.S. Circuit Court of Appeals review a three-judge panel's ruling from earlier this month barring the center from intervening in the case.
